Parsing Program Dump

Hello,
     I'm loving my P6, however I'm trying to write a (hobbyist level) command line application to parse program dumps from the P6 (or files) and display the settings of each individual preset. I've read the section on MIDI packing as outlined herehttp://forum.davesmithinstruments.com/index.php?topic=43.0, but what is unspecified is how to interpret parameter data once unpacked. Is this specification shared with hobbyists (such as myself)? I'd anticipated it being a "packed" version of NRPN controller data, but that doesn't seem to be the case.

Isn't this specified on the midi implementation details at the end of the manual?
