No - the keyboard itself. Most (modern) keyboards, including 61 key synths, have octave transpose buttons to move up and down 12 semitones quickly. I don't think the module was out back in 2020 when octave transpose was requested. I certainly do not think a module would (or should) have this feature, because modules don't need to send MIDI note data, so hopefully this clarifies that point.
It may not be necessary to you, I get that. However, I use octave transpose quite a bit with my setup (and I am not the only one to have requested this. Of course you can 'change the frequency range of the oscillators,' but that occurs at single semitones and would not affect MIDI data, so if you used the P10 as a master controller for your set up, you are out of luck, especially if you want to hit note values that are above or below what the 61 keys offer.
If you think it is irrelevant, then we could ask why most 61 key synths, including the OBX8, Virus TI 61, Prophet 12, UDO Super 8, Super Gemini, Poly Evolver, P08/REV2, and countless others have this feature? They too have large ranges, many ways to modify their sounds. The point is: It is an extremely useful feature for 1) quickly getting to semitones that you can't access within the 61 keys, 2) modifying the sound without shifting the semitone potentiometers, and 3) more easily sending MIDI note data that corresponds with notes outside the standard 61 key range.
