P5 not transmitting Controller data via Midi

I am using a Prophet-5 Rev4 Desktop and am experiencing an issue with its MIDI functionality.

The MIDI connection is working correctly. The unit both receives and sends MIDI notes (note on/off messages) without any problems.

However the unit is not transmitting any controller data via MIDI Out, either through the 5-pin DIN port or the USB port. This includes movements from the potentiometers and other front-panel controls.

 I have verified all relevant global settings:

-MIDI Param Send is set to NRPN or CC
-MIDI Control is set to ON.
-MIDI Out is set to ALL.[/li][/list]
-firmware is up to date

I wonder if this has ever happened to other P5 users and how it could be resolved.
