The EPM570T100I5N (a MAX II CPLD) is typically programmed in-system via the JTAG interface. Once it’s mounted on a PCB, you’ll need to ensure the board exposes the JTAG pins (TDI, TDO, TMS, TCK) via a header or test points. Use Intel’s USB-Blaster along with Quartus Prime software to load your .pof or .jic file.

Make sure the JTAG chain is properly terminated and powered during programming. Also, double-check the nCONFIG/nSTATUS lines if used in your design.
