Is it possible to only have the pitch wheel effect a singular osc (could be 1 or 2)? Or do I need to leverage some after-touch or separate modulator to do this?

Set pitch wheel to 0 in misc param patch settings.   Then, use a modulation slot to route the Pitch Wheel to Osc 2 Freq only.   Set it to +24 / -24 if you want an octave.

You can do cool things like have one oscillator go up a fifth and the other up an octave too... creating some interesting harmonic content with your pitch bends.

You bet!  Glad to be of help.

If you wanna get really crazy with pitch wheel modulation, you can stack two layers and have the pitch wheel affect each oscillator on each layer going in different directions to strategic end pitches (ie:  +octave, +fifth, -octave, -fourth)... and create THX-style pitch convergent effects, or chord inversions.   Combined with sub osc doubling, you can create some crazy alternatives to traditional usage of pitch wheel.
