I believe that all controls should be fully active when the global mode is active. If you are in global mode and a program change comes through it shows up in the display and the global mode menu goes away. If you are in global mode the global display should always be present regardless of any other activity and all controls should be fully functional. But then, you still have the global LED lit.
Otherwise, if a program change is going to remove the global display, then it should also turn global mode off and return control of the synth to the user.
