Hello,
I guess this question has been asked a few times but I couldn't find my answer.
IS this possible to control the cutoff of the 2 layers if a preset is stacked or Split ?
Thank you !!!

One solution is certainly to assign the modulation wheel to the filter in both layers.

Holding the "Edit Layer B" button until it blinks selects both layers, and then the cutoff knob (and the others) controls both layers. Don't know if that is a viable solution in your case.
