Yes, this is pretty common. Some synths more than others. Moog's famous ladder filter does this to the extreme. I haven't noticed it being a problem with my OB-6 though. Cranking the res with a HP filter when the cutoff is set to a lower setting can really bring the lows to the front though. Also works with a BP filter. The resonance emphasizes whatever frequency the cutoff is set to.
