why patch produces a constant tone?

I'm trying to learn the basics of analog synth. Can anyone please tell me why this patch produces a constant tone instead of turning on and off with the press of a key?

Turn down the VCA Level in the AMP section.  That parameter has various uses, and can be used for creating a steady tone.
