Title: Sustain Pedal only works on active split patch?

On my Prophet X (latest OS), in a split patch, the sustain pedal only works for the layer (A or B) currently selected for editing.

This is in contrast to how the sliders work -- they affect both A and B layers regardless; and in contrast to how other synths (and pianos) work.

Is this intended behavior, or is it a bug?
